out a number weeks ago. when i left you on thursday, there were 19 counties on that list. today, we have 23 counties. and, you see there, newly added six counties, 19+6 does not equal 23 we are counties coming on and counties that are coming off for example, contra costa was on off now back on santa clara was on last week no longer on. we have in total new updated monitoring lists. those six counties madera, colusa moehring, monterey and san diego that were added to the monitoring list. this is a list we lose for technical assistance to engage the local health officers working with the county to address criterions that they attested to they put forward as a county that needs to be monitored and need support if we are no longer aligned in

terms of the initial expectations. one of the most important things we can do in addition to technical assistance, on that monitoring list, is to do more to focus on enforcement. now, we walked through the beginning of our enforcement efforts we were anticipating implementing this weekend. i want to update you on what we did do this weekend. i want to remind you that enforcement was prioritized on parts of the state we have known violators where we have high risk workplaces. we have industries that should be operating at a scale restaurants and bars in appropriate and safe matter. that was the criteria we advanced our updated efforts on enforcement or more targeted enforcement efforts with these teams that we have assembled

these cross polymerization of state agencies that sent out teams in six key regions. in the state of california. over the weekend. our focus agn to remind people that we put forward guidelines in the state grade so much of the focus in the past had been around when to reopen the economy. but not how to more safely reopen sectors in our economy. and so we need to get back to a focus on how to safely reopen our economy. one of the mitigations what are the expectations we set forth as it relates to wearing a mask from the staff perspective into perspective physical distance in criteria that we have attested to and put into place pursuant to the state guidelines? what is the signage, that had been put up? it is visible and people have access to it physical distance

in criteria and the like? we focus in on workplace safety guidelines and again the enforcement is not just about being punitive, it's about educating people and allowing them to make modifications but moreover, to address the bad actors. they are disregarding the orders and hold them to some account as well. this is the primary focus of the enforcement, education, criteria we put out in the guidelines and modification that we have made and focusing on how to safely reopen sectors of the economy. over the last few days we have significantly increased our enforcement and in these three critical areas. we had close to 6000 in person visits to bars and restaurants from the department of alcohol. abc visited shy of 6000 establishments over a few day..

over 140,000 individual contacts were made phone calls, visits, emails, and of the like through osha and the department of industrial relations. i mentioned on thursday, the board of cosmetology we have to focus obviously on concerns in salons and so, we directed based upon input we were getting from county health officials, again targeting these counties on the watchlist. we targeted we have received complaints about or had information that was concerning we need to get clarified. significant improvement and increase in enforcement over the weekend. most from an educational paradigm. there were citations, local law enforcement, we request more information about local

enforcement unmaskand the like but as you saw from west hollywood, santa monica and others, notably were stepping up enforcement using local law enforcement to educate, but to promote physically distancing and or excuse me wearing face coverings and those were tiered many first enforcement action may have been $100 up to three in some cases, $500. as you know many ghosts as high as $1000. so, i encourage people again, we're not going out there with a punitive frame but we are going out with resolve. we want to make sure people are protecting themselves and others to mitigate the spread of this virus. that spread continues so shy of

5700 new cases reported on july fifth. this is the last reporting. i included in this slide a seven day average seven day average. it has begun to climb. where up to almost 7000 cases on an average seven a day rolling.. that includes by the way, the cases that were suspended the data rather we collected that was suspended in la. over the last three days. those numbers are included in that seven day average. there are ambiguity because la county over the holiday weekend, was not reporting their daily count on july third, fourth but we do have counts reflected on july fifth in the seven day average.

the ongoing positivity rate, with an average daily number of tests increasing in excess of 100,000. in fact we tested 127,000 people on saturday which is a record number of people, that we have tested. now averaging 104,000 tests on a seven day period period. testing is going up the positivity rate not a total number positive, cases in the state of california, also going up the positivity rate over a 14 day period, is now at 6.8%. let me give you a closer look at the test positivity rate reflected in a slide many of you have become familiar with. 4.9% positivity rate 14 days ago. now again at 6.8% look at the seven day positivity rate it is not over 7%. that is 7.2% to be exact. by the way, the 14 day positivity track represents shy of 30 39% growth. in that positivity rate over the last 14 days. not surprisingly as always we

share with you the hospitalization slides. when you see a positive positivity rate increase you will see hospitalization rate increase. this slide represents the increase over to eat period now 79 individuals this represents a 50% increase over a 14 day period. as hospitalizations arise we obviously focus in on the system capacity the healthcare capacity. that number has been fluctuating from a low going back one month ago on a 6% we've been averaging around 7%. it increased 8% of our total hospital bed. you can see we still have ample hospital capacity in our system but we are monitoring these honestly very closely. these are as always, numbers in the aggregate. i remind you we do not live in the aggregate. parts of the state where this number might leave you misled.

meeting this number may calm your nerves a percent of total capacity. as a state but there are parts of the state were that number is substantially higher obviously that's part of the monitoring list. that's part of it targeted enforcement and target engagement and support. hospitalizations arise and invariably we start to see ikea admissions arise. i will say, it is nice to see you admissions went down modestly in the 24. period went down 20% the slide tells another story over the course of the last 14 days. it has gone up 39% over a 14 day period a total number of people and ideas when 1700. the slide you are familiar with. the total positive patients represents 15% of the total

patients of the total icu bed population ventilators continued to be plentiful at the moment. 11,116 ventilators. but again, as you numbers are always a top concern. our capacity represented here and again, this number represents statewide data, not county specific data. i want to remind you some statewide actions we have taken recently. again to the extent we can as many activities business activities, in particular but more broadly, activities that are indoors, we want to move them outdoors. we have done that in multiple sectors of our economy. restaurants, being an example. we have closed down bars in the areas of highest concern. those are represented in the 23 counties listed at the top of the presentation.

over the weekend, there were local and county closures of the teachers statewide closures of the parking lots related to the beaches. i want to thank elected officials and the residents of the state of california that acted overwhelmingly and responsibly there were out on the beaches and on those that were open. and they were responsible with the social distancing. i want to thank those that were educating the public those that were not unfortunately acting in the best interest of the health interest of others. the efforts to educate and encourage and enforce. i think it was effective. it was not perfect and people highlight exceptions. but i want to complement the local and county efforts and educational efforts. there was social persuasion that was very think well represented and demonstrated over the fourth of july holiday

weekend. i want to thank everybody. as i noted in this slide this multi agency enforcement on the strike teams with targeted enforcement was demonstrable. i want to thank the agencies that were part of those action. speaking of actions, there were a lot of counties that took action. since it we began this to move deliberately and at at the local level and county level with the health officers, they had their own strategies for enforcing the stay at home orders. i'm very pleased six just joined us. we expect they will move in the next few days. 13 issued local orders. we will submit to the state

orders. i just got a call seconds before he came on the air, glenn county just acted. i want to think the elected officials and health officers and city managers for their work there, as well. everybody is moving and taking action and being responsible. we are very, very grateful for that. that is the spirit of the moment and spirit of the times. our collective responsibility as a community at the county level to secure local enforcement actions, education actions and efforts to supplement them at the state level in a more targeted way. and again encouraging everybody,

to do the kinds of things that are foundational and fundamental to mitigating the spread of this disease. i will remind you, we did an incredible job as a state 40 million of you did a remarkable job to move aggressively, early, to move forward with stay at home orders we were able to bend that curve. we were able to mitigate the spread of this virus in substantial ways. we have the capacity to do that, again to mitigate this increase in the total number positive cases in the transmission of this disease and the most important thing ic meaning non-therapeutic and non- vexing is to wear a face covering. it is a mandate here. it

protects not just you, but others. it is a sign of respect, responsibility and it is a demonstration of character to meet a moment had on and be forceful in terms of our resolve to mitigate the spread and help save lives and impact the lives of those that may be vulnerable in the hospital. as always, practice social distancing, wash your hands and continue to do those things your mother and grandmother were so intent on reminding you as we were growing up. one final point i would be remiss if i did not mention it. we had a number of lives that have been lost over the last few days. six people lost their lives. on sunday, and 18 people lost their lives on saturday. six people is six too many.

it is a better number than we have seen in some time. but 18 lives six additional live 24 lives torn asunder. families lives also torn asunder, rather lives lost to the virus. no stretch of the imagination, that the mortality rate is diminished to such a degree that people can no longer lose their lives. it is reflected in the data and hospitalization data. the damage that social distancing can do. this pandemic is still in front of us and continues to spread at rates we have not experienced in california. that is why we want to remind you, of those important bullet points. where a face covering, wash your hands and as always, for more information come about all

theaters cannot open. the governor focusing on basics. he does that every single day, where your mask stay six feet apart. he had a number of troubling statistics. the positivity rate is 6.8% over the past two weeks. two weeks ago the positivity rate was 4.9%. not a huge jump, but still significant increase. >> reporter: just to reinvigorate that the number of people who test positive for covid-19. the percentage who test positive among all the tests out there. health experts at anything above 8%, is when you start to get into problematic territory. arizona, florida are way above, 8%. we are at 6.8%. it's higher than under 5% we had two weeks ago. the governor talked about how various agencies over the holiday weekend went to 6000

bars and restaurants, got complaints that were not in compliance with the mask and social distancing worlds. he's breaking a hopeful but cautionary tone. we have the capacity to do it, again. that was the tone of the message in the latest update. it is still going on. he is taking questions, now. we will have more and the new information in the later newscast. let's continue on to other. let's talk about the weather. let's check in with the weather now. we have a lot of sunshine today. i'm having some computer issues, now we are trying to

catch up. we had hot temperatures in litt of a drop in numbers. we should be good. as graphics load. i'm running around a little bit. it looks like we are okay. we have a lot of sunshine. i am showing you the forecast for today. mostly sunny skies with temperatures in the upper 80s to 90 degrees. it's wildabout the fires burning in the south bay. the park fire is 343 acres. the cruise fire is bigger. 1500 acres. it is so dry. as far as the hot temperatures, thankfully, not in the forecast

today. we have temperatures in the 70s to lower 80s. so, maybe mid 80s in the afternoon and upper 80s. the humidity is 35%. we will check in with current numbers. santa rosa 80 degrees, oakland is 69 and mid-70s in sunnyvale and san jose. here's the live camera. san francisco has some haziness. it is warm monday. as far as the forecasted high she can see hotspots close to 90 degrees. we're talking about a cooldown for today. it is not going to be cold. fremont 77, and san jose 81 in san francisco 67 degrees. looking ahead at the 5-day

activists. after 100 volunteers spent much of the independence day painting the word, black lives matter. two people who have not been identified showed up, to paint over it. be that we can say black lives matter that we can have a conversation about all lives matter we are not saying all i don't matter but within our country the dialogue needs to be about black lives. they are disproportionately affected negatively. >> trying to change something will not be easy. it's going to be hard. there will be resistance. this has provoked a response. hopefully, this'll make some progress. >> and another man was arrested after arguing with the volunteers.

all lives matter and he pulled out a gun and he was quickly taken into custody. the da is considering charges. was tragic and violent weekend across the country in various cities. two children were acts of gun violence. >> reporter: the fourth of july weekend marked by devastating gun violence across the country. within 40 shootings happened in new york. in chicago, more than 75 people were shot and 14 killed. including a 14-year-old boy and a seven-year-old girl. it is the third week in a row that children have died from gun violence, in chicago. >> it hurts me my youngest daughter is no longer here. i would not be able to talk to her. >> reporter: five children were an eight-year-old was killed at a shopping mall. in atlanta, an eight-year-old girl was shot and killed in a car near a wendy's restaurant.

it has been the site of several anti-police protests. >> we understand the frustration. we understand. >> reporter: the atlanta mayor is pleading for citizens to stop shooting each other. >> this is all of us, working together and saying, we all have fallen short and can do better. >> reporter: protesters continued to call for police reform. the mayor deployed an extra 100 officers to prepare for the weekend. but critics say, city leaders are not giving the police and up guidance. chicago the superintendent was new to the city's pleading that the code of silence be broken, at the very least for the sake of the children.

seven cisco police chief bill scott says, the senseless violence is not acceptable. and bay area family is devastated after six-year-old jace young was shot and killed on the fourth of july. the san francisco police

department says investigators do not believe this was celebratory gunfire. it does not appear to be random. it happened at about 10:45 in engle street in the bayview district. he was outside of his friends brought the party watching the fireworks when gunshots rang out and he was hit. he was rushed to the hospital where he died. another man was shot but is expected to survive. both victims were found on woodfield court. the police department has not arrested anybody. they do not have a suspect description. there looking in the motive. >> we are outraged that this can end the life of a six-year- old boy as well as insured other innocent bystanders during such a time where we should be celebrating. >> reporter: investigators try to put together what happened, his family is grieving the loss of the young boy. >> he was the sweetest kid. you fall in love with him the first time you have a conversation with him. he was so smart. he loved to read books. he liked videogames. >> reporter: if you have any information contact the san francisco police department. sarah lebanon, fox2 news.

firefighters are making progress on controlling the cruise fire. it has brought 2000 acres and 20% contained. one firefighter was injured. >> reporter: a wind driven wildfire began as a call to a structure fire. they arrived at crews road around 2:30 p.m. on sunday. flames spread to dry vegetation. >> by the time we arrived it out already transitioned to dry land. >> reporter: it destroyed structures and homes had to be evacuated and some farm animals were moved out of the area. horse was seen covered in pink fire retardant. residents left thank you notes on mailboxes.

we want aircraft and we want to get ahead of the fire. we want to strengthen the lines we made, last night. this is one of the first big wildfire during the pandemic. safety measures have changed. >> we want to make sure crews do everything we asked the public to do wearing a mask. frequent handwashing and remaining socially distant. >> reporter: one firefighter had injuries but is expected to be okay. fox2 news. >> cal fire is still fighting the park fire. 80 people had to be eventually they have not been allowed to return home. it brought 350 acres and is 80% contained. the firefighters we spoke to said this weekend was the

busiest fourth of july weekend they have ever experienced. >> we extinguished 110 fires and 108 were the direct result of fireworks. >> firefighters in contra costa county said there were 67 fire calls and a five hour period saturday night. one bar threatened 20 homes in the town of pittsburgh. in addition to finding the flames to treat people injured by illegal fireworks. the pandemic is creating hazards. there is a shortage of crews. this includes a prison where inmates are being trained to serve on fire lines. they use shovels and chainsaws to create fire breaks. there is a new effort to prevent the spread of covid-19.

there is a passion for justice letter people people and attention hitters are at risk of contracting covid-19. the letter was signed by more than 90 elected officials urging the governor to step in and suspend the transfer of detainees. >> the principal we pursue with this. when they paid the debt to society and fulfilled obligations to the justice system and under release from state prison or jail, they should be released back to the community. back to the family. >> according to the report as many as 2700 cases of covid-19 at the facilities, nationwide. covid-19 patients from southern california are sent to bay area

some hospitals are near capacity. they are taking in patients as far south as san diego. they are among hospitals treating people from far outside the bay area. >> it pays and it is very unusual. i would say that, not counting imperial county, there are covered cases from 50% of outside the county, right now including imperial county and marin county. >> san francisco's health department says, last week the county received five people from imperial county and the last friday 18 more patients came from outside counties. marin county is helping the indoor dining for three weeks to stop the spread of covid-19.

restaurants welcomed people inside for one week before officials reimposed of the restrictions. they can continue takeout and delivery. public health officials are urging renewed diligence when it comes to following safety protocol. they want to slow the spread of covid-19. the state of california has denied a request to ease current lockdown rules in santa clara county. governor newsom mentioned this in his update. they want nail salons and other businesses to reopen this week. they plan to change rules to permit larger gatherings. the state rejected that request in a move that could cause more frustration. city leaders in morgan hill went to investigate holiday weekend incident in a

restaurant. to state a colic beverage control agents walking into a grill on monterey road. they surprised everybody by ordering the restaurant to shut down. it had been allowed in santa clara county for weeks. the trump administration is working to defend his response to the virus pandemic. >> reporter: certainly, a national mandate is not in order . we are governors and local mayors, to give opinions. the chief of staff says, there will not be an order to where face mask nationwide. it comes as many states mandate masks in public. the governor of new jersey is calling for a national directive. we went through . we need a

national strategy now. >> reporter: trump will hold a rally in new hampshire on saturday. masks are encouraged, rather than optional like the tulsa rally two weeks ago. president trump tweeted on sunday, cases are up because of testing. deaths are down. it's this claim the president made on the fourth of july, that his staff is working to explain today. >> we have tested almost 40 million people. by so doing, we showcases 99% of which, are totally harmless. he was making a point that most people will recover from the virus will get it. >> reporter: trump signed a bipartisan extension to the paycheck protection giving small businesses until august eighth, to apply for loans. ktvu news.

companies received small business lending program loans. they identified a fraction of the borrowers. they made up less than 15% of the 5 million small companies that receive loans. new numbers on the epidemic are showing big successes but some tragic failures. there are fewer deaths and hiv infection but only half of the children with hiv the virus that causes the disease are getting treatment. the united agency aids had a conference. new infections are down 23% and aids-related deaths, are down 39% from 2010. the coronavirus is hurting

access to care. that threatens to undo much of the progress that has been made. the aids conference is starting. it's an online event, this year. they unveiled several panels at the aids quilt this morning. they will be on display at the two cities that are hosting the conference and a new virtual display will include all 48,000 dollars of the quilt. the memorial quilt was created in service of god more than 30 years ago to honor those who died from the disease. many summer jobs have been put on hold because of the pandemic. next, look at the alternatives from companies that are offering internships. it will be a cooler day. we have a full forecast coming up next after the break.

there is a proposal that would focus on cleaning up streets. according to the chronicle haiti is proposing a measure that would split the public works in the two departments, one focused on street cleaning and sanitation and the other on engineering, design and project management.

each department would have a commission to oversee its work. all this follows the recent public corruption scandal of the department of public works that lead to do the rest of the department -type public director. many summer jobs have been put on hold because of the pandemic and many young people are worried about the career trajectory. ashley strohmeyer has more on how interned programs are operating. >> reporter: companies are reeling from the downturn and they have scaled back or delayed or canceled internship programs. many college students are worried about building resumes. >> this has wreak havoc and some companies are turning to remote internships. one business is offering a virtual experience to help students make the most of the summer. interns will turn into online workshops, boardroom meetings and networking with top

executives in the area. we offer counsel, advice and think right now, when you are young and starting out in your career, hopefully you soak it up. >> reporter: remote internships are not as beneficial as in person once. working in an office can offer viable opportunities that only face-to-face interactions will allow. experts say that's no reason to let a summer go to waste. >> take advantage of this time to continue learning and building. >> reporter: students are worried about this delay and the job prospect. graduates are struggling to launchthe worst job market since the great depression. we were expecting to enter strong job market. that honestly could be one of the worst ever. >> reporter: to finish up without a summer internship, do not panic. career counselors say, they know this pandemic is to blame for the missing piece in your resume.

sonoma county officials are scrambling to find extra hospital beds for social distancing patients. sonoma state rejected the request to continue using the campus. county officials were told to leave the campus by sunday. officials say, that was a soft deadline. university decided to allow students back on campus on august 10th. county officials knew since may they might not be able to continue using the campus through the fall. time now is 12:47. over the last several days, in previous years we had a lot of fogginess over the fourth of july. it has been nice and clear. >> yeah, it did feel strange. we were talking about a clear forecast. the forecast for the fourth of july is one of the most

stressful forecasts. you never know for sure, until the event happens. it didn't feel strange to have a clear sky. we will track some fog and before we know it as we go into tomorrow morning, as well. it will be cooler on monday. it is warm and linen. we are tracking two systems. we have an area of high pressure that is backing off. we have this one moving in from the pacific. as we go into tuesday, there is a satellite showing some fog from earlier, today. you will notice the clouds closer to monterey bay and closer to the coastline, it is melting away. today as we mentioned it is cooler, compared to yesterday. alnumberhave a minus sign in front of them. that indicates a cooldown. the current numbers now, we have 80s toward brentwood and san jose 75 and oakland city nine. santa rosa is around 80 degrees. here's a live camera above san francisco on this monday afternoon.

fog free skies. as far as the forecast model we expect more sunshine throughout the day on monday. then, as we take this into tuesday look what happens. clouds make a comeback. this leads to more cooling as we go into your tuesday forecast. overall partly sunny skies and mostly sunny skies by tuesday. the forecasted highest 60s and 70s and one spots upper 80s to read run 90 degrees. we are not talking about excessive heat it was a hot weekend. we will shave off some degree there is a lot of sunshine. san jose 81 degrees. and santa rosa in upper 80s. looking ahead at the 5-day forecast it is nice tomorrow. it will be cooler. temperatures are not moving around too much. the developing headline will be this. we will heat up. that means a lot of 90s inland and around the bay the upper

we got an update on the outbreak of 19 in san quentin prison. three more inmate died over the weekend. this brings the total number of inmate deaths in san quentin 26. there are more than 1300 cases
